2) Only way on PSOBB is to go into missions where the normal enemy comes more frequently. On any other (XBox GC) you can do the telepipe trick, but I'll let someone with a little more time explain that one.

A run is when you complete a level or quest. Example: I just did a Forest of Sorrow run
Rare creatures; telepipe trick
Set a telepipe in a room where there are creatures which you want the rare counterpart to. Go up to pioneer2, then go back to Ragol. Repeat until you find your rare creature.
Recently gone back to PSO.

For the pipe thing, it doesn't really work. All I get is money throwing out the Window. Does LUCK has anything to do in this?
NO
If you're piping, make sure you're a) offline (piping does not work when playing online) and b) in a place where a lot of the monster whose rare variant you wish to find appear.
You will find them eventually, it's all based on your own luck though (note: not the LCK attribute).
Concerning piping - don't expect a rare enemy to be a common occurence. There is still a 1/512 chance (not odds, an actual percent) that the rare version will appear, and often it takes hours of piping back and forth to find the enemy you are looking for.

Luck stat helps you get critical hits. It has nothing to do with rare enemy appearance rate.
