There have actually been several topics about this already, I made one myself. Just scroll down and look it up. But, to answer your question, yes their will be rare items.
I hope to see weapons similar to the Lavis series. It would be cool if they brought the old ones back, but I'm expecting more new rare weapons than anything.
the best rare weapons would be traditional Slicers.
Some fancy rifles would be nice.

I relized I would love if they had a giant fan in the sword series. There's something I like about combining a fan with a wind photon art.

so I think even at level 1, you can synthesize/buy a red-based photon weapon.
