What are the stars next to people's names?

At first I thought it meant "newbie", but someone told me its actually your Luck, and that its proportional to what time of day it is, what your character is, type/race and even name...!?

Anyone know 100% what they represent?

I was also told it was luck. But I think it's randomally generated every couple of hours by your race/sex.

Actually, it's partially right. At the beginning of every day, a certain amount of luck is assigned to each race/gender combination. The more stars/sparklies, the higher chance of rare things happening!
