There are links to the forum rules here and there, nost noticeably at the very top of the forums list. Laying down sanctions everytime someone posts in the wrong forum would be intensely time-consuming and do more harm than good. And modding the forums is already, so far as I know, a very time-consuming (not to mention deadly!) experience.
Whenever someone's topic gets moved, he's automatically sent a PM telling where it was relocated. We can only hope that the odd PM or two will get the user to become more precise in his aim.
Naturally, those who blatantly, repeatedly and intentionally post in the wrong forums will be modtwacked as per the usual custom. Doesn't happen too much though.
