Sometime would more likely be extremely rare times or not at all, as it won't and shouldn't happen if percentages occur at 0 to begin with.

Once found a 85% Native Laser. It was a Seize Laser, but I forgot to check it while it was untekked.
Still, having a non-rare weapon with those high % is useless, since rare weapons simply overpower those at a point that % don't matter anymore.

Ive found a 80 machine arms and unteked i had a 55% native justice-but i was stupid and tekked it to 50% sigh. . .

That was quite impressive, I never came across a weapon >50% hit

Yes there is a possible way of getting more than 50% hit on a weapon, i have a weapon (cant think which one, possibility its a gun) which has 60% hit
