PSO had the same problem, you couldn't tell how big your character actually was. Don't expect them to fix that for PSU.

how can that be the "top line" if humans are above that by default? wouldn't a top line not be able to be surpassed?

It's the "top line" because there are no other liens above it. It's just a part of the box surrounding your character in character creation.
