I have a regular PS2 (NOT the skinny one) and I was thinking of buying the new silver one. If I start a online account on the PS2 I have right now, Will I be able to transfer my character data to the new silver PS2? Or will it not work because of the Network Configuration File?

Everythings on your memory card so you should have no problems.
just make a new file on your new ps2, no biggie
The Network Configuration is the Only file that's tied to your PS2, so u'll have to remake that on the Slim PS2.

Just echoing what others have said:
-You can definitely use your new silver PS2 without losing the existing game/char data
The first time you attempt to connect via the data on your memory card on your silver PS2 it will give you and error message along the lines of, "The network config file was not created on this PS2 - cannot use." At which point you go into the Network configuration utility and select Add - it will prompt you to delete the old one - do this with confidence as it will not wreck any of your PSU data.
When you restart and network connect again the PSU Network Data file will be re-downloaded -- one more PS2 restart and you are back in business!
