Questions about PAs

Coming from PSU to PSP I'm a little confused on acquiring PA skills. Obviously I've noticed that only a fraction of the PA skills are available for purchase, and my npc party members don't seem to be dropping them either.

I've had some tech PAs drop from enemies. So is this the only way to acquire new skills, or will more become available for purchase as I progress through the story mode?

The other PA's are drop only, they're like rare drops it takes some time to get some of them. Mob drops and boss box drops are how you'll get the other PA skills other then from achievement rewards

Okay thanks, though that's a little frustrating to hear, but considering how fast PAs level on this version I guess it's not so bad.
