Even the PC/PS2 servers, which was not free, got that bad sometimes, but I played the demo for like 5 minutes on 360 one time just out of curiosity. And, that shit was unreal. Block 20 slows down my game a lot, and I honestly haven't run with randoms once since I started (la dee da, I know). As long as hackers aren't interrupting my game experience, I really don't care what spammers are doing in the populated areas.

One thing could be that you have to reach a certain progression point or land certain achievements before being permitted to use Symbol Art. Perhaps Level 20 in one class and having reached X point on the Matter Board?
