In a large enough pool of flips, a streak of 5 either way is extremely likely.
edit: For instance
Take your 3.125% chance roll. Now do this, say, 100 times. That'd be (1-.03125)^100. The result is 4.18%. That's a ~96% chance that you will see a streak of 5 in 500 rolls.
Over the course of your PSO2 career you're more likely to see a failure streak than to not.

I don't see what makes Sega's statistical outcomes for this stuff any different from anyone else's. I would honestly say that between the affixes I've done, its overall come out to reflect the %'s shown and I'm sure others would vouch for that.
'course, the whole affixing business is very annoying because of the chance factor. So there's that as well.
