Can you transfer Astral Soul like a typical Soul? 2x for 50%, 3x for 80%?

Just updated my phone, now OTP is messing with me and giving me error 698.
Can anyone help me fix this? The time on my phone hasn't changed and idk what's going on.
Do I have to set my phone to JP time temporarily? or change timezones?
EDIT: Whoops totally forgot about the Daylight Savings Time, seems like a few people are experiencing the same problem as me.
EDIT2: DST issue, working fine now.

is there any new fix for PSO2 sudden crashes?
I tried going to my task manager and ending those said tasks, but it didn't do anything. :/
Had such a crash 20-30mins before PD (full block, rotating camera to pass time looking at surrounding people, running game at max with around 15-30 people on display). I spammed the Tweaker shortcut like an idiot and the task manager had like 7 I couldn't terminate and my computer was starting to act up. I ended up doing an hard reset by holding my computer's power button. When I came back ingame, I made sure to idle away from the crowd until shortly before EQ and not touching the camera.
