There are 2 ways to go about this; cheap and risky or expensive and safe for the final affix.
On the HFB, what you want to do is get a bunch of fodder affixes on it such as Power 1, Technic 1, etc. This is done to have higher chances on upslotting more affixes. You'll have to upslot regardless if you don't want to see your meseta burn, just that the difference will be on the final affix. It's a 60% chance on a boost week that is coming up soon if you want to upslot that final affix. I should also note that because boost week is coming soon, that the prices will be much higher and you could easily spend 100m if you're desperate.

The first panel is what should be on your weapon and second fodder to upslot to Apprentice Soul, Power 5, x, x, x. x= random junk with 100% affix chance when not upslotting nor factoring other boosts from other affixes. Technic 1 is an example of such junk.
2nd panel would be third fodder to upslot into Apprentice Soul, Power 5, Mind, Body, and React 3.
3rd panel is fodders 4-6 to upslot into Flict Arma, Modulator, x, x, x.
4th panel is what you should have for that final affix.
The 5th panel is the 1st and 2nd fodder if you want that final affix to be safe. If you want the final affix to be 100%, all you need to be is add an extra slot for panels 1-4 for each fodder. I can break it down a bit more if necessary.
This will still be a headache for anyone still new to affixing regardless of how I break it down, though.
Prep the base first, then make fodders, then make the 'final' affix
Prepping the base
Since you already have power 3 on that, put either a Quartz soul or Vol soul on that. Also, put flict arma on the base to save space for the next affix. The setup would look like such

Vol soul + receptor weapons are fairly common so they're cheap and go for less than 100k. Flict arma is "mid tier" costly at 200k for 3s

Self explanatory, fodders to be made will be mod + flict arma. Make 2 of these

Final affix
That vol/quartz soul from earlier affix will be replaced by a bayari soul. 30% affix success ontop of 10% passive boost next week makes upslotting go for 100/96/96/96 success and 40% makes the affix have no chance of failure. Overall cost would be around 3m + 60-140 excubes (140 if you you went for the safe route of 40% on final affix) spent for 115atk/6pp.

BONUS** Going 5s (if ur rich af/really wanna spend up all meseta on something that isn't Austere)
Lots of fodder prep + Noble Power being expensive af. Costs roughly 20m or so for 150atk/9pp on a weapon. Bulk of expenses would be on 4s mod/flict fodder + app soul/powIV. Only go this route if you're satisfied with 150atk and got noble power on hand

pretty sure 8s is going to cost you hundreds of millions, which is not what you want :v
if you really want to stack as much s-atk as cheap as possible then you may consider
apprentice soul

mutation 2
vinculum
maybe add in alter arma or fever for 6s. you will end up with 125-145 s-atk. however, you need to note that your pp will suffer.

Sorry to be the bearer news, but you probably won't achieve an 8 slot weapon with any decent affixes, let alone the ones who want which are not all possible period (others have already stated why). Take it from a guy who added 6 decent affixes to his Austere, it gets expensive very fast.
I tend to affix 5s - 6s when I can.
If you wish for S-ATK, set up your units + weapons for it. Its easy to get at least +100 S-ATK on three slots (Apprentice Soul, Modulator, Power III) though some would try for power IV or power V...and those who can break into 4s can add a Noble Power.... so on 4s you end with +130 S-ATK
I make a mention to this because you can do pretty well for yourself on 3s or 4s done right....5 - 6s is considered a major affix...even if its common.
