That's pretty black dark. IMHO it's out of most peoples comfort zone. Tastes...
I tried to make my 2nd character dark-skinned too. Something like Shihōin Yoruichi, Chloe von Einzbern or Viletta Nu whom I tried to imitate at first:

Guys it's terrible, I went into the salon to figure out how to make my character not either a skeleton or deformed. I got that, but now she looks really chubby in her cute coat and it kills her adorableness. D':

The only part that looks chubby/overweight is the midriff. Even on the second picture it's visibly pronounced. If you thin it out she should look fine.
While we're at it the neck is a little too long and too wide for her head, I'd change that personally but it's up to you.
Remember that even if you don't have any salon passes left, you can edit your character's body details for 100 SG instead. Nowadays, that's nothing.
The problem is though that when she doesn't have an outer piece on her stomach is like perfectly average woman sized. They designed these costumes for the default like 100 pound twig people that you start with. I will shrink it a bit, because she's always gonna be clothed anyways. I totally see what you're saying about the neck too, I never noticed that until now.

Look at her stomach, the dark part. It may be only because of the basewear you are using but I see a noticeable bump there. It's there even on your second picture, with the Alisa outerwear which is not one of those roomy outers that make everyone look big. Yes, even stick thin characters - though thiccer ones might look like a friggin' christmas tree, I speak from experience.
So, overall I think body proportions are to blame. They won't help you completely because as we both said, some outers just look big and roomy, but I hope you'll be able to find a solution you are happy with.

Yeah that weird shaped stomach is the basewear, I fixed it decently. It'll still need some tweaking at some point, but it's good enough for now.
