can rare armor have slots?

Yes, they can. The same rules regarding slots apply as for regular armors. You can add them, so there wil be up to four.

hold on a sec you lost me are you saying, "Yes, as long as you use a "add slot" item or Yes, sometimes rare armor will have slots and if it's not 4 slots then you can use "add slots" to make it 4

Too bad add slots did not exist back on V2. You had to be lucky to even find a rare armor and had to have even luckier for it to have 4 slots.

I found D parts armour with 1 slot before
