I randomly checked 4 ares on people while doing lilipa yesterday... 4/4 were 60% and +20 with only box affix still... 60-80 atk. I don't get people.

It's not that weird to me. Most of Phantasmal Blessing's power is in the Level 1, with the next two levels only adding 1% each. Unlocking a level can easily run a few million, and that's with good luck and a willingness to use lambda grinders from 0 to 10 instead of a grind skip. I mean sure, more damage is more damage, but it's not surprising to me that people with more limited incomes can't justify the expense.
13* grinding is costly, grind skips cost money, lambda grinders are limited by weekly pass income (and some of us dont have more than one character/thousands of cubes), plus sega decided to set a minimum level for zeig COs.
Some people literally don't have what's needed to max grind 13*s in a single sitting.

I phrased poorly, sorry. I mean it's weird that people have the money to +20 a 13*, but they leave it with 55 r-atk or some shit. Even like 110 attack is a fraction of the cost used to grind 13*s...
With 13 stars being spat out like they were last week, it's kind of understandable. I still have to grind my Ideal DB and my new Ares. Too be honest I just don't have the meseta. On the contrary, I'm not using them in the UQ.
Can't we all just get along?
