Your blade throw at the start of the video was a non-JA and 617, and every blade throw in your juggle was also in the 600s range. If was a JA, it would have been at least 800 due to the 1.3x JA bonus without any skills.
Same with Heavenly Kite. First Heavenly Kite was non-JA 920ish at max Gear. Subsequent Kites were also 920+, which means they were also non-JA.
Try delaying a bit and you should see higher numbers

Variance doesn't cause a 30% fluctuation. 30% of weapon ATK, maybe. 30% of total damage... not so much, from what I've personally seen using crafted weapons for months.
Besides, if you slow-mo the video, the JA ring is white throughout. They clearly didn't shrink enough for a JA until after the mob died.
