Also, I believe PSO2 needs player vs. player / team vs. team events. Few things are as satisfying as pounding down your friends. Be it banana peels in Mario Kart or chainsaws in Gears of War; PvP extends a games lifespan quite a lot.

Code Clone has determined that pvp would be a piece of shit in PSO2.

I'm pretty sure that was that. Everything is far too easily abused in a pvp environment (you can lockdown anybody you want with razan, absolutely inescapable unless first thing they do is spam invincibility frame dodges)
