it didn't even touch me tier:

    1.Cyclonenahda guy

it's been 3 years and i'm still(sometimes) wondering how his hitboxes work

It's funny how a particular boss is C-tier to one player and A-tier to another. Just goes to show that class and playstyle have a lot to do with it.

I'm not gonna rank 'em all, because I just came back to PSO2 after a long hiatus, so some I haven't fought recently, and some I haven't fought at all yet.

I play mostly FI and GU, and mostly solo, so this is largely from that perspective.

    Don't deserve a tier:
Rockbear (if Rockbear actually hits me, I'm pretty disappointed in myself)
Cater-any (though they move up a rank in case of two)
    Goronzoran (overnerfed much?)
Dark Ragne (admittedly, quite a bit more annoying without Daggers or TMG's)

    C tier
    Wohlgahda
    Tranmizer
    Org Blan
Decol Malluda (I hate him if I can't use Daggers, TMG's, or Dual Blades, though)
    Biol Meduna
    Zeshrayda
    Falz Arm
    Dragon EX
    Big Vardha pre-SH
    Vardha Soma
    DF Elder
    Banshee (Either)
    Rheo Madullard
    Gigur Gunne-gam
    Whatsisname in the wheel
    Guar Zigawatt

    B tier
    Vol Dragon
Persona (soloing. He actually gets harder in a party because it's easy to lose sight of him in the clutter and that's when he suddenly decides to make with the sonic arrow spam)
Doppelganger Apprentice (grain of salt, only fought once)
Blu Ringahda (I used to really hate him, then I got better.)
    Either Banther
Quartz Dragon (he was my bane for a loooong time. And then I decided I was sick of that and went and soloed him 10 times to force myself to learn him better. And he's never been difficult since).
    Cordetta-whatever (only fought twice)
Loser (but if your multiparty sucks, can be painful)

    A tier
Chrome (mostly because I haven't fought him often enough)
Falz Hunar (I can never seem to get my timing right on this guy)
    Falz Angel
Fang or Snow Pair (hard to keep both on screen!)
Apos Doritos (in this case, A for Annoying!)
    Ship 2:
Katarin: GUmarl. Lethal precision with a whimsical streak
"Save the day and look good doing it. That's what this job is all about!"

Alessandra: FInewearl. A hyperkinetic, photon-fueled mayhem machine.
"Oho! I actually felt that! You must be pretty strong!."

Note that I haven't really done Ultimate much, so I have no comment on Ult. Lillipa enemies. The only reason I have comment on Ult. Naberius enemies is because of the Gryphon LQ.

    Easy Bosses:
    Rockbear
    Gwanahda
    Rodos (Yes, including Facility.)
Goronzoran (It's silly how much Moment Gale cripples this boss. Or any AoE, for that matter.)
    Falz Arms
    Dark Falz Elder
    Wolgahda
    Org Blan
    Tranmizer
    Codotta Idetta
    De Malmoth

    Normal Bosses:
    Zeshrayda
Blu Ringahda (Hug him, destroy the rings, and he's really not that bad.)
Vol Dragon (Unless it goes Full Armor - then it's Hard)
    Magatsu Shigan
    Gigur Gunne-gam
    Caterdr'an/sa
    Banther/Banshee (solo)
    Rheo Maddulard
    Big Vardha
Dark Falz Loser (Assuming the MPA doesn't suck - Lunatic if it does)
    Apos Dorios (Fire)
    Vardha Soma
    Gal Gryphon
    Biol Meduna
    Knight Gear

    Hard Bosses:
    Apos Dorios (Ice/Lightning)
    Chrome Dragon
    Dragon Ex
Plosiorgles (Because Fire Rain and jumps.)
    Bayaribbles
    Anga Fundarge
    Falz Hunar
    Falz Angel
    Cougar-NX
    Banther/Banshee (paired)
    Decol Malluda
    Magatsu
Magatsu Higan (Mostly because of bad MPAs that go Ranged on it.)
Magatsu Sai (Mostly because of those same bad MPAs that go ranged on Higan, because of the 7 minute time limit for all three.)

    Lunatic Bosses:
Diabo Igrithys (How do you stop this thing?)
Quartz Dragon(HEY GUYS, I HAVE A SERIES OF QUICK, POWERFUL ATTACKS. ON TOP OF THAT, SOME OF MY ATTACKS INFLICT PANIC, SO YOU CAN MORE EASILY WALK INTO MY OTHER, MORE PAINFUL ATTACKS!)
The Entirety of TD2/3 With a Bad PUG (Need I say more?)

EDIT: Added in the Magatsus I was missing.

If you can recognize when he's about to do his panic/instantkillAoE attacks, you can avoid getting hit by simply running around

The problem then is having the right PA to fit into small windows of opportunity, or simply doing enough damage to cause break animations (and his enraged animation) to kill him before he can attack more than once

Like someone already said, I think a lot of this depends on your playstyle and what classes you use. For me personally, coming from a solo perspective (aside from MPA-only bosses) and assuming SH or XH if available:

    S-Tier (Difficult)
Big Vardha (I find it a complete pain in SH+ solo because of the Gilnach cores repairing everything and not being able to take out the missile launchers immediately. Still easy in a party).
Falz Angel (swipe hitbox is massive, lot of health, PP steal, freeze lasers can be a pain to dodge depending on cover)
    Plosiorgles (ugh...)
Falke Leone (hard to hit something when it never stays still, tried this solo once and gave up )

A-Tier (not too bad but can sometimes pose problems)
Quartz Dragon (very class dependent though, FO for example wrecks it)
Blu Ringahda (Core isn't exposed long in SH+)
Dark Vibrace Yuga (like Vibrace just with even more health)
Apos Dorios (although I will say his health is borderline ridiculous in XH)
Dark Falz Luther (mostly predictable but does have a couple of nasty combos in XH; flaming floor x2 into tornadoes in centre for example)
Cougar NX (more because it's a pain to fight it twice)
Knight Gear (stun and freeze spam is irritating)
Anjhadu-lili (not hard as such, just irritating when it rolls all over the place)
Pajhadu-lin (same as Anjhadu-lili. I hate Code Chase)
Guar Zigmorde (Combination of Stun and Pain is horrible to deal with and she has massive attack range. However she is very predictable. Still haven't seen her do the 'Doom' attack!)
Magatsu (this is extremely party-dependent though)
    Magatsu Higan
    Magatsu Sai
    Persona (Double Saber)
    Bayaribbles
Diabo Igrithys (tons of health but very predictable. If I can solo this almost anyone can)
    Zeta Guranz
    Vilma Leopard
    Anga Fandarge

    B-Tier (very average)
Fang Banther (Claw swipes can be a bit unpredictable for me)
    Snow Banther (see Fang Banther)
    Fang Banshee
    Vol Dragon (stage 3 armour)
    Snow Banshee
Tranzexia (special mention as it has the 3rd transformation which catches people out)
Zeshrayda (all the sliding around is annoying in SH)
    Dragon Ex
    Bal Rodos (Facility)
    Vardha Soma
    Dark Ragne
Dark Vibrace (just has a lot of health)
    Decol Malluda
Falz Hunar (but move this up to A if he has a title)
    Dark Falz Elder
    Gal Gryphon
    Nepto Cassadora
    Gigur Gunnegam
    Magatsu Shigan
    Apprentice Doppelganger
Chrome Dragon (though once powered up it has a couple of fairly dangerous attacks)

    C-Tier (easy kills)
    Rockbear
    Caterdran
Vol Dragon (in stage 1-2 armour)
    Gwanahda
    De Malmoth
    Tranmizer
    Caterdransa
    Wolgahda
    Org Blan
    Bal Rodos (Coast)
    Codotta Idetta
    Falz Arm
    Biol Meduna
    Rheo Madullard
    Persona (Sword)

    P-Tier (potato)
    Goronzoran

    Not fought
    Falz Douran/Dourill/Dourumble (as Story only)

I'm just going to rate everything F-tier because I never have trouble killing bosses as FoTe.

Big Vardha is my P-Tier, I have more trouble with goronzoron because it can actually fight back for a while.

the bosses that really give me trouble as hu main, especially solo, since i'm not gonna categorize all:

    falz angel
    fire mammoth thing
    leone (jumping one i think?)
df loser - mostly the projectiles and its hp bulk

special mention: ult lillipa ranged enemies especially gunkaizers (wtf)

ignoring recent bosses since i'm not sure about those yet, and i haven't completed ep3

everything else is very possible to solo for me, ignoring their hp, provided i'm not swamped by common enemies

Of all the bosses you named that actually give you trouble (fight back), you named goronzoran.
    Spoiler!

To be fair, it wasn't saying much.

Once I realized that Megid explosions prioritize hitting the crystals around Goranzoran over his shield, he went from F tier to potato.

I'm thinking Falz Dourumble is probably going to be B tier assuming a 12 person MPA and XH, because compared to Angel, they really don't have many attacks that are threatening to multiple players, nor do they use them often. I'm not understanding how their HP works, either, because I've seen multiple videos where they got KO'd after taking a minimal amount of damage after they fused, whereas it felt like I had to do close to half a million before they finally dropped. Perhaps any damage you deal to the twin who doesn't have their HP depleted prior to the fusion is carried over to the fused form, because I was targeting one of them exclusively, whereas as the players I watched were going ham on both of them with melee AoE PAs.
