It was Shallist, I wasn't sure because every other 13* I got from here were from Tokio.

(1st CO) Do Forest exploration with Itsuki
(2nd CO) Talk to Sierra in the bridge
(3rd CO) Do Vol. Caves exploration with Itsuki and SORO
(4th CO) Talk to Alto in casino
(5th CO) Do Coast exploration with Itsuki and RINA
(6th CO) Talk to Sophie in Franka's café
(7th CO) Do Sub. Tunnels exploration with Awakaned Itsuki and RINA
(8th CO) Kill 99 darkers

Tweaker has been updated to support Tier 6, so you can just use that now.
