Certain NPCs not offering client orders?

Maybe there's something I'm missing, but Hans doesn't offer me any client orders. I'm level 22, and he has no icons over his head. Talking to him just talks to him, there's no other options.

Does anyone know what's up with this? Are there some requirements I don't know about?

You must do Afin's initial Client Order to unlock the rest.

I do not know the full situation, so that's the only suggestion I have right now.

Yeah, beat Afin's starting client orders to unlock the other npcs.

Should have done this from the start imo.

yeah. and if you ever need more client orders from people like the black guy with shades, just keep doing as many of his quests as possible, and do any new ones.
