the other thing you can do if you dont want to level bullets up so for fire rifles is go Guntecher and simply level a Gifoei or Rafoei to Level 32 (on another type), then GAM up 3 AP to get Fire Tech PA level+ and then put on an Evil Curst with the tech and start burning mobs of enemies.

You'll burn them faster than spamming bullets, but it also means you have to get fast-casting headslot unit.
