Actually, it's still coming in January.
The system is just being updated sometime in mid 2014.
It'll allow you to increase the stats of 1-10 star weapons and units by using materials received from breaking down unneeded 7-10 star gear and level 11+ discs. It'll also allow you to change the properties of techs.

Is there any kind of general trend regarding what affixes and number of slots on gear tend to be worth trying to sell?
I know people will frequently buy two slotted gears if they have a stat III or soul as one of the abilities, but I'm kind of lost as far as gear with more then two slots goes.
^ you can search this in shops buy adding the specific affix to the second search box as well as the number of slots. You can use this to determine base price for stuff such as power3/x/x/x, soul/power3/x/x etc.
What is this dialog box about that I sometimes encounter at the quest counter?
i think it asks if you want to create a separate MPA since you have an client order that requires playing with an NPC, either way, you can copy from that window and paste into google translate

I believe that's the box for when you have a quest for that area that involves a certain NPC to be with you. It's asking if you wish to start in a new MPA instead of joining an existing one to ensure you can bring the NPC along.
