Techs can crit yes.
Criticals ignore damage variance. Normally you do roughly...like, 95-100% of your maximum damage when you perform an attack. Criticals guarantee you do 100% of the maximum damage. This means the damage increase is very small. However, there is a skill on the Fighter tree and a potential attached to a couple weapons that boosts your damage by a decent amount when you land a critical hit. Those are the only exceptions to the rule.

What enemy am I supposed to be killing for A-6 of EP3 - Matter Board 3? It says "Vlanadian," but I can't find anything with that name.
