Because the card is translated wrong. What it actually does, IIRC, is allow you to summon your monsters anywhere on the map.

Well, technically you will, since you can put them anywhere. Much better than having to move them from the back row, I would think.

Zeles get warp and haste with 9 MV, if I'm not mistaken... but yes, in general it will help you place your monsters where you need them to be, especially if you need some help getting behind enemy lines.
Free set cost is almost too overpowered anyways...

Umm, yes, yes it does.
It does exactly as described on this site, and is explained in the JP version. It allows cards to be placed anywhere on the field.
I just got the card and was suprised to find that it was mistranslated. I was trying it with an experimental combo for Sinow Zele. Its still quite a good card; like if you have a high-cost deck.
